Esen Çağlar Economic Studies
Esen Caglar works at TEPAV since 2005. An expert in industrial policy and competitiveness, Mr. Caglar has coordinated TEPAV's various projects in the areas of industrial policy design, cluster policy and investment climate assessment. Since 2006, Mr. Caglar has been coordinating the technical studies of the TOBB Industry for Peace Initiative that has focused on private sector development in the Palestinian territories through developing and managing industrial estates in West Bank and Gaza. In 2006-7, he was appointed as the rapporteur of the Industrial Policy Ad-Hoc Commission for the Ninth Development Plan of the State Planning Organization. In 2008, he coordinated the Industrial Strategy Design Project of the Ministry of Industry and Trade. In 2009, Mr. Caglar worked as a consultant for UNDP's project on Şanlıurfa's Industrial Restructuring and for the EU-funded Development of a Clustering Policy for Turkey project. Prior to joining TEPAV, Mr. Caglar worked as a consultant for the World Bank's Ethiopia country office in Investment Climate Assessment and Privatization projects, and as a technology policy advisor for Gebze Organized Industrial Zone. Mr. Caglar holds a masters degree in public administration and international development from Harvard University's Kennedy School of Government and BA degree in Politics and Political Economy from Princeton University.
