TEPAV/Güven Sak: "Public-Private Partnership Model and Private Sector Development are Needed for the Development of Pakistan"

ANKARA- TEPAV Director Prof. Dr. Guven Sak stated that public-private partnership model and private sector development are needed for the development of Pakistan as well as long-term stability.

The Friends of Democratic Pakistan Group formed by 20 countries to support the development initiatives by the Pakistani Government convened on 24-25 August in Istanbul.

In his opening speech, TEPAV Director Güven Sak emphasized the importance of the equal economic contribution of the specific private sector projects initiated by the public sector. Pointing out the significance of the establishment of a mechanism to remove the risks posed by investment with the aim to stimulate investments in problematic regions, Sak stated that the public-private partnership model can, in this context, assume an important role in accelerating investments.

At his speech, Sak underlined that founding public-private sector dialogue on solid grounds is a prerequisite for the operability of this model and argued that in a climate of this type, an obligatory chamber system can ensure the establishment of the dialogue mechanism. Sak, maintaining that the security problems in Pakistan might affect the investment climate adversely, said investors can be encouraged by creating areas like organized industrial zones rather than trying to enhance the investment climate at national level. Sak emphasized that, to achieve these, it is of necessity to build the capacity of public authorities and non-governmental organizations in supporting the enhancement of the investment climate and devising policies.

Sak also moderated the meeting of business-men carried out in the context of the event activities. Delivering a speech at the meeting, Ambassador Nasir Ali Khan pointed out that the most important requirement for Pakistan is to overcome the infrastructure problems and that this is hard to achieve in the absence of the contributions from the private sector. Stating that Pakistan has a successful history that can attract private sector investments in energy and telecom sectors, Khan expressed that they are aware of the positive role government policies can play in this process.

The President of Turkish-Pakistani Business Council Ali Irvalı underlined in reference to the World Bank that Pakistan is a South-Asian country with the highest urbanization level owed to its developing economy, and is a dynamic market for investors.

Murat Sungur Bursa, Group President of Zorlu Energy Group, which played an important role in the structuring of wind energy in Pakistan, took the floor in the meeting and emphasized that restructuring and empowering the energy sector in Pakistan is in parallel with the needs of the country.

Karadeniz Holding Group representative Nuray Atacık expressed that energy generation ship models can provide a medium-term solution for Pakistan's energy sector putting emphasis on the dimensions of the emergency needs of Pakistan's electricity sector.

At his presentation, Gefco Representative Zafer Ozkok put emphasis on the role Turkey plays with respect to transportation as an important passing point and mentioned the steps Gefco has taken in container transportation in connection with the solution of the problems in this regard.

After the speeches of Turkish businessmen, Pakistani businessman Arif Habib stated that great opportunities can be created in different sectors in Pakistan and argued that though there appears to exist some risks about investing in Pakistan, those can sometimes be misleading.

Taking the lead after Arif Habib's group, Zaigham Adil Rizvi underlined the importance of the steel mill facilities in Pakistan for the country and maintained that this sector can be carried forward with good investments.

Upon the questions from the audience, Ambassador Nasır Ali Khan took the lead again and stated that different competition support funds can take part in the processes.
