Ongoing project (January 2011- )
The main objective of the project is to attract and retain more people in employment by improving the quality of public employment services in Turkey. The purpose of the project is to assist İŞKUR, Ministry of Labor and Social Security (MoLSS), Provincial Employment and Vocational Training Boards (PEVTBs) and social partners to strengthen their administrative capacity to improve the quality and efficiency of public employment services.
Main expected results of the project can be listed as:
. The institutional capacity of İŞKUR provincial directorates is improved to deliver better public employment services in 43 provinces within "Model Offices" approach;
. Labor Market Information System of İŞKUR is improved;
. Guidance services of İŞKUR regarding job, vocation, career and public employment services are improved in eligible NUTS-II regions;
. A model to monitor active labor market policies is elaborated to increase efficiency of the policies;
. Better functioning of the Provincial Employment and Vocational Training Boards is ensured to envisage, implement and monitor tailor-made employment policies in eligible NUTS-II regions;
. Access to the services of İŞKUR is increased;
. Policy making capacity of MoLSS, İŞKUR and social actors regarding employment issues is increased.
Main activities in which TEPAV will make essential contribution can be listed as:
. Establishment and management of work groups to support the PEVTBs in 43 provinces during the preparation of strategic plans.
. Supporting the coordination between the Ministry of Labor and Social Security and Ministry of Industry and Trade to increase employment policy making capacity through work groups and policy papers.
. Conducting researches to be used in making employment policies at national and local levels
. Restructuring the library of the MoLSS with the aim of establishing a research centre to assist designing employment policies and ensuring membership to certain databases for accessing journals in the field of social policy and employment.
. Contributing to the reseach activities, workshops and trainings.
