TEPAV-World Bank Investment Climate Report Announced

ISTANBUL - "Turkey Investment Climate Assessment Report" drawn up by Economic Policy Research Foundation of Turkey (TEPAV) and the World Bank has been declared to the public opinion.
The meeting pertaining to the report was gathered in Istanbul. At the meeting, State Minister, Mehmet Şimşek; TOBB President, M. Rifat Hisarcıklıoğlu; TEPAV President, Güven Sak; and the World Bank Country Director for Turkey, Ulrich Zachau each gave a speech.
State Minister Mehmet Şimşek, in his speech, said a series of measures for enhancing the investment climate would come into force in 2008. Şimşek, who stated that he didn't agree the rumours that 2007 was a missing year in the sense of reforms, said "We are making steps about the social security reform. It will pass into law within the last two-three days of December if there won't be a big misfortune." Şimşek stated that they had been working on the labour market reform for a time.
M. Rifat Hisarcıklıoğlu, the President of the Union of Chambers and Commodity Exchanges of Turkey (TOBB), who participated the meeting by teleconferencing stated that there had been an average growth of 7% since 2002, and this performance had been realized by means of the macro economic reforms which had been started after the 2001 crisis and said "We have come to this day with those reforms. Now, however, we all feel that there is trouble in the growth process. We feel and see that the tempo has slowed down." Hisarcıklıoğlu said: "The striking slow down in the growth rate can be explained with neither the international developments nor the impact of the unnatural negative climate, or the shrinkage experienced in agriculture. Because, serious recessions are experienced in the growth rates of all the major fields such as industry, investment, exportation of goods and services other than those. We think that the fundamental reason of this is the languor and lassitude we have entered inexplicably in the pursuance of the reform process."
At the meeting, TEPAV Director, Güven Sak, made a presentation titled "Investment Climate Assessment Report: Design of the second generation reform agenda of Turkey."
