Emre Koyuncu is a program manager overseeing think tank and consultancy activities in the areas of decentralization, local governance, strategic public management and public engagement as part of TEPAV Governance Studies . He joined TEPAV in 2005. He holds an Executive MBA degree from the Middle East Technical University in Ankara and Industrial Engineering degree from Galatasaray University. He has a civil society background where he is among the founders of Habitat Development and Governance Association and served as the board member for seven years. Throughout his career he was involved in several development projects in Turkey holding senior positions including among others Local Agenda 21 Program, Participatory Strategic Governance Project at Local Level, Strengthening Local Investment Planning Capacity, Socio-Economic Integration In-Migrant Destinatons, Functional and Institutional Review of Northern Cyprus He is the author/co-author of guidebooks entitled ‘Citizen Scorecards: Improving Public Service Performance Through Citizen Feedback’, ‘How to Monitor Municipal Budgets’, ‘Understanding & Visualizing Socioeconomic Infrastructure of the City’. He contributed to the World Bank Urbanization Review Report on Turkey for financing cities chapter. He has drafted municipal strategic planning guidebook for Ministry of Development. He has contributed to the design, implementation and reporting of various field surveys regarding, among others, public administration and corruption perception, citizen satisfaction on public services, needs and status of the disadvantaged people.
