Mr. Robert Francis Cooper, prominent British diplomat, political thinker, Director General at the General Secretariat of the Council of the European Union and the writer of "The Breaking of Nations: Order and Chaos in the Twenty-First Century" (Atlantic Press, 2003) came to Ankara upon the invitation of the Economic Policy Research Foundation of Turkey (TEPAV). During his brief stay in Ankara, TEPAV, in cooperation with the International Relations Department of TOBB University of Economics and Technology, organized an event entitled "World Orders and the European Foreign and Security Policies in the 21st Century". During this meeting, Mr. Cooper talked about European security and defense policy, emerging European defense structure, the future of the European Union and Turkey's place within this organization. Ambassadors, other high ranking officials from different European countries' embassies in Ankara, academics and bureaucrats were among the participants of this meeting.
