The Scientific and Technological Research Council Of Turkey - Developing Models for Fiscal Policy Analysis and Evaluation

Completed: February 2008 - May 2010

The new public fiscal management approach that was enacted as of the beginning of 2006 in line with the Law No. 5018 entails medium-term resource allocation and a transition from input-oriented budgeting towards outcome-oriented budgeting in order to eliminate the deficiencies, which are intensely felt beginning with the economic crises periods. In this context, it stipulates the public resources to be obtained and used effectively, economically and efficiently. In this respect, ensuring efficiency in the use of resources, accountability, financial transparency and strategic management are among the basic factors of our new public fiscal management system.Focusing on the Ministry of Finance as one of the main decision making bodies in public fiscal management, the objectives of the proposed project are:

  • To quantify the impact of fiscal policy decisions over the long-run on the overall economy,
  • To establish models to incorporate forward-looking expectations and to build a hardware-software infrastructure with the necessary human resources.

During the project, it is also aimed to build a technical infrastructure as well as to generate human capital that can analyze the dynamics of the overall economy and undertake effective policy analysis. In this context, the stages of the project can be written as:

  • To design fiscal policy framework by using general equilibrium analysis and financial programming tools.
  • To plan the designed fiscal policies and to quantify the impact of these policies on the overall economy by focusing on two different sectors, which are energy and health
  • To perform cost-benefit analyses by utilizing expenditure review models of fiscal policy
  • To develop methods for monitoring and evaluating the project outcomes.

TEPAV experts who takes place as project staff have been delivering trainings in November 2008 as an activity in the project.
