Completed project (August 2011-May 2012)
Source of funding: UNICEF
The purpose of the project is to upgrade and establish quality child day care and pre-school education services for disadvantaged children and their families through the capacity building of MoNE institutions, public institutions, municipalities, NGOs, and development of community based models and partnerships. The project has a specific component to advocate for the strengthened supply of pre-school education services, including via expanding community based services. As a part of the “Advocacy and communication” component of the project, TEPAV conducts a “Power Mapping Analysis”, which aims at analyzing the decision making process regarding preschool education and identifying specific barriers and opportunities within this mechanism. The objectives of the Power Mapping Study are:
1) To identify and examine legal documents that set the framework of resource allocation of pre-school education,
2) To determine the related institutions, key personnel and positions within these institutions and other agents in decision making mechanisms on budget, human resources and investment allocation regarding preschool education at central and local level,
3) To determine the bottlenecks of decision making mechanisms,
4) To determine relevant actors within decision making mechanism to which the policy and advocacy messages will be communicated, in order to strengthen preschool education.
