ERBD - Licensed Warehousing and Warehouse Receipts System

The overall objective of this project was to establish a well-functioning Licensed Warehousing and Warehouse Receipts System (WHR) in Turkey. The project aimed to analyze and point out the weaknesses of the current WHR system, related legislation and working capital financing in Turkey. Examining the current warehousing infrastructure of Turkey based upon existing evaluation studies and expert views, the lack of interest and investment in WHR system was questioned. The roles of TOBB and TMO in the WHR system were assessed, and policy suggestions were formulated both for these institutions and for the system in Turkey in general.

In order to achieve the aforementioned goals of the Project, an initial feasibility study, analyzing the current WHR legislation in Turkey was carried out. The study also examined the roles of the stakeholders such as TMO, TOBB and their joint venture LİDAŞ. With this study, possible design to develop solutions for the improvement and sustainability of the WHR system was explored.

The duration of the Project was six months in total and the project was implemented in 5 stages. The inception phase followed a study of the legislation. After stage 2, in-depth interviews with experts were carried out. Following the interviews, on-site visits to licensed warehouses were made, and the final report was submitted.

Services Provided:

  • Reviewing the literature on Licensed Warehousing and WHR systems in Turkey and other countries,
  • Carrying out a legislation study regarding the WHR-related regulations in Turkey in detail, in addition to the existing commodity-based financing structures,
  • Doing in-depth interviews in order to analyze how the current system actually works in practice with stakeholders from commodity exchanges, chambers of agriculture, LİDAŞ, sector representatives, TOBB and TMO,
  • Making on-site visits to selected pilot warehouses for the assessment of the existing warehousing infrastructure in Turkey and to validate the research conducted in the inception phase,
  • Analysis of the findings of the first 4 stages, and preparation of a final report.
