The second report titled " Climate Change Adaptation and Its Impact on Vulnerable Groups: Berlin Municipality Case Study” of the project “Overcoming Global Problems with Local Cooperation: The Example of Istanbul Metropolitan Municipality”, funded by CATS Network and jointly run by TEPAV, Istanbul Policy Center (IPC), and Economic Development Foundation (IKV), was published in September 2022.

The report includes an in-depth inventory of the current policies adopted by the Municipality of Berlin to adapt to climate change, the practices carried out by the municipality in this context and the measures to be taken.

The report mainly addresses action and policy proposals developed to reduce the impact of climate change on socially vulnerable and fragile groups living in Berlin (children, women, youth, elderly, disabled, low-income people, and immigrants) through policy documents developed by the Municipality of Berlin.

This report, prepared based on a qualitative research method, basically consists of two main parts. In the first part of the report, the basic policy document entitled Berlin Energy and Climate Protection Program-2030, prepared by the Municipality of Berlin and adopted in 2018, was examined. This program is a concrete roadmap prepared as part of the fight against climate change throughout the state. The subjects of energy, recycling, human health, urban development, and water resource management, constituting the basic building blocks of the process of tackling climate change, are examined in the relevant policy document. In the second and last part of the report, the level of exposure of vulnerable groups living in Berlin to climate change and the concrete solution proposals developed by the municipality for vulnerable groups are mentioned through the Berlin Energy and Climate Protection Program. In the report, it was pointed out that projects have been carried out by the Municipality of Berlin at the national and international levels to minimize the negative effects caused by climate change on vulnerable groups. Although the contribution of these projects to the ultimate purpose is important, when the concrete outputs of these projects are examined, it is seen that vulnerablegroups, especially women, children and refugees, are not really included in local decision-making processes. As a result, it is seen that the policy documents and projects prepared by the Municipality of Berlin within the scope of combating climate change do not fully cover vulnerable groups and do not adequately offer solutions for these groups.
