TEPAV Attended Global Entrepreneurship Congress The congress gathering from around the world key institutions which work to improve entrepreneurship was held in Moscow this year.

MOSCOW – TEPAV attended Global Entrepreneurship Congress held between March 17-20 in Moscow gathering key institutions that work to foster entrepreneurship. In the opening panel, Ussal Şahbaz from TEPAV delivered a speech titled “Data-based Entrepreneurship Policies” and drew attention to the successful and unsuccessful aspects of entrepreneurship policy experiences in Turkey. During his speech, Şahbaz indicated that it was not possible to improve the entrepreneurial ecosystem by giving entrepreneurs grant money, that the impact assessment for the grant schemes were not made and even when they were a, these assessments failed to measure the opportunity cost of alternative program. Citing the TOBB Young Entrepreneurs Council and Venture Capital Industry Council, Şahbaz emphasized that active entrepreneurship policies should be built upon a conducive dialogue process developed in cooperation with entrepreneurs.

 

Hakan Ertürk from Undersecretariat of Treasury, spoke at another panel and gave information about the Fund-of-Funds Program planned to be launched soon. This year’s opening speech was delivered by Sergei Sobyanin, Moscow Mayor. Global Entrepreneurship Congress has been gathered under the leadership of Global Entrepreneurship Week of Kauffman Foundation annually since 2009 and will be held in Milan in 2015.
