TRNC Aid Committee - Functional-Institutional Review of the State in the Turkish Republic of Northern Cyprus (KKTC-FOKUS)

The objective of this project is to conduct a functional - institutional analysis of the public administration in the Turkish Republic of Northern Cyprus (TRNC) in order to examine the difference between the current structure of the public administration and a future ideal state which it must attain through specific strategies and a holistic reform agenda regarding the whole public institutional sphere. This project is one of the research analyses required by the “2010-2012 Programme for the Improvement of the Effectiveness of the Public Sector and Competitiveness of the Private Sector” signed by the Republic of Turkey and the Turkish Republic of Northern Cyprus.

Within the scope of the project, TEPAV has provided the following services;

  • Analyzing vertical functions of the ministries (i.e. education, heath, public transport etc.),
  • Conducting horizontal and system reviews (i.e. policy coordination, financial management, local government, state operated entreprises, regulatory framework, social security),
  • Carrying out a benchmarking study in public administrations of small or island states.

In addition, quantitative research studies have been conducted to three different groups in order to have a comprehensive view on the level of satisfaction on public services and gain insights into the perceptions on the public administration reform. These are;

  • Household survey on public opinion on public administration reform and public services (1.300 respondents),
  • Public employees survey on the status of government employment and perceptions on public administration reform (1.180 respondents),
  • Business survey on investment climate assessment and perceptions on public administration reform (750 respondents).

Finally, a final report containing recommendations for the restructuring of the TRNC public administration and the transition schedule was prepared by the working group of TRNC public officials and a groups of experts studying specific themes.
