UNDP - Development Of An Overall Framework For Modeling Regional Competitiveness Agendas, And Support To Deployment And Utilization Of The Framework For Piloting

On-going project (April 2011 - May 2013)

Origin of funding: United Nations Development Program (UNDP)

The aim of the project is to produce an actionable model to help development of successful regional competitiveness strategies which are the leading regional development approach recently. Model aims to identify endogenous growth dynamics and spatial concentrations as well as identifying binding constraints against growth of regions and finally develop a comprehensive, tailor made regional development agenda. At the same time model will try to prevent zero sum consequences conceiving the interregional collaboration fields. Regional competitiveness framework will be implemented by UNDP by mobilizing different assignment teams to work with select development agencies for testing the overall framework.

Within the project a position paper will be produced testing the following three hypotheses:

  • Hypothesis 1: Different regional competitiveness “models” exist for developing and developed regions.
  • Hypothesis 2: Regional Competitiveness Agendas can be effectively incorporated into Regional Development Plans.
  • Hypothesis 3: NUTS-2 level Regional Competitiveness Agendas can be inter-regionalized and up-streamed to the national strategy for regional competitiveness in an actionable fashion.

Following the preparation of the paper, TEPAV will monitor the implementation phase and assist considering the implementation problems. At the end of the implementation process the paper will be revised and finalized.

Within the scope of the project, TEPAV will provide the following services:

  • Preparation of the draft report on regional competitiveness,
  • Presentation of the draft report in the kick off meeting,
  • Finalization of the Regional Competitiveness General Framework,
  • Assisting to the implementation team and revision of the general framework.
